Job Title: HUD Grants Contracts Manager

Location: Dallas, TX (Hybrid - 3 days onsite)
Employment Type: Direct Hire
Salary Range: $70,000 - $90,000
Schedule: Monday - Friday, 8:00am to 5:00pm


Job Summary:

CornerStone Professional Placement is seeking a detail-oriented HUD Grants Contracts Manager to lead and oversee the grants lifecycle process for a mission-driven organization supporting homelessness and housing initiatives for a local non-profit. This position will manage federal, state, and local funding programs, ensuring compliance, accurate reporting, and effective coordination with both funders and subrecipients.


Key Responsibilities:

Grant Administration & Compliance:

  • Lead all phases of the grant cycle, including procurement, budget analysis, subrecipient agreements, and reporting.

  • Support both pre-award and post-award grant activities; manage award notifications, documentation, and onboarding processes for partners.

  • Serve as liaison with funders and program staff to ensure accurate contract execution and alignment with funding terms.

Contract Oversight:

  • Draft, review, and manage subrecipient contracts; ensure contracts meet all legal and procedural requirements.

  • Monitor contract performance, compliance, and risk levels of subcontractors.

  • Provide technical assistance to ensure proper invoicing, cost reimbursement, and closeout procedures.

Financial Management:

  • Partner with Finance team to reconcile budgets, manage quarterly spenddowns, and review invoices.

  • Oversee eligibility of expenditures, coordinate drawdowns, and assist with external audit processes.

Reporting & Analysis:

  • Prepare internal and external reports regarding contracts, compliance metrics, and fiscal performance.

  • Track regulations related to federal funding (HUD COC, ESG, CDBG, and more) and act as the subject matter expert.


Required Skills & Experience:

  • 3+ years of experience managing federal, state, or local grants (preferably within homeless/housing/community development sectors).

  • Strong understanding of 2 CFR 200, HUD HEARTH Act, and related compliance standards.

  • Proficiency in grants management systems, invoicing, and federal cost reimbursement models.

  • Excellent communication, organization, and time management skills.

  • Reliable transportation and valid driver’s license (local travel required).

  • Ability to lift up to 25 lbs occasionally.
